The ACT-STATE=CANCELLED causes the rejection of all I/O's of any 
sharing user. To be able to reset the ACT-STATE=CANCELLED and the
implicitly set disk parameters (ASSIGN-TIME=USER and USER-ALLOCATION=NO)
the disk concerned has to be deallocated by all the sharing users
(by means of the commands /RELEASE, /SECURE or /LOGOFF).
After the disk has been completely released and the parameter value
